2.15. During the period between the decision to develop a waste disposal facility and closure of the facility, decisions will need to be made about how, when and whether to grant a licence and implement the various stages of the development of the disposal facility. One of the objectives of monitoring and surveillance, and of the analysis of the data, is to provide information to assist in making these decisions. Decision making is strongly influenced by societal and political considerations as well as by safety issues, and the process will be embedded in the national legal and regulatory system. The decision making process should be supported by an adequate organizational framework and corresponding technical and administrative measures.
