5.23. 관리 시스템들은 모든 안전성 관련 행위들을 이행하는 과정에 적용되는 기관 구성과 관리의 역할을 구체적으로 명시해야 한다. 또한 안전성과 관련된 모든 업무의 질적인 부분을 분석하고 그 과정을 관리, 이행하는데 포함된 다양한 개인과 기관들의 책임과 권한을 구체적으로 명시해야 한다.
