The site location and the facility design have to reduce the likelihood of intrusion.

5.10. 제한되지 않은 처분시설 부지에서의 유출은 일반적으로 그렇게 많은 정도로 고려되고 있지 않다는 점에서 능동적·제도적 관리기간 이후의 처분시설 상황은 해체 후 규제관리로부터의 원자력시설 부지의 유출과는 다르다. 침입 가능성을 줄이도록 시설부지 위치와 설계가 이루어져야 한다.
