4.39. 처분시설은 규제기관에 의한 폐쇄조건에 부합하게, 이 단계에서 발생할 수 있는 책임져야 하는 어떤 변화에 대해서는 특별히 고려할 수 있도록 폐쇄되어야 한다. 이에 일관되게 폐쇄 장치의 설치는 폐기물 정치 운영과 병행하여 수행되어야 한다.
