4.34. 처분시설의 굴착과 건설은 시설의 일부 운영이 시작되고 또 폐기물의 정치 이후에 계속될 수 있으므로 건설과 운영 행위의 오버랩은 운영과 폐쇄 이후 모두의 안전성을 보장하기 위해 계획되어 수행되어야 한다.
