The disposal facility and its engineered barriers shall be designed to contain the waste with its associated hazard, to be physically and chemically compatible with the host geological formation and/or surface environment, and to provide safety features after closure that complement those features afforded by the host environment. [4.30~4.32] 안전성 접근법
처분시설의 인공방벽은 폐기물 및 관련 위해가 물리적이고 화학적으로 기반 지층 구성과 지표환경에 부합되어 격납되도록 설계되어야 하며, 폐쇄 후 기반 환경으로부터 제공받을 수 있는 안전기능들을 보완하는 안전기능들을 제공할 수 있게 설계되어야 한다. 처분시설과 그 공학적 방벽들은 운영 기간 동안 안전성을 제공할 수 있도록 설계되어야 한다.
