4.15. The safety case for a disposal facility has to address safety both in operation and after closure. It may also address safety in transport, for which requirements are established in Ref. [17]. All aspects of operation relevant to safety are considered, including surface and underground excavation, construction and mining work, waste emplacement, and backfilling, sealing and closing operations. Consideration has to be given to both occupational exposure and public exposure resulting from conditions of normal operation and anticipated operational occurrences over the operating lifetime of the disposal facility.
[4.15] 안전성 접근법
4.15. 처분시설 Safety Case는 운영과 폐쇄 후 안전성을 모두 고려해야 한다. 또한 참고문헌[17] 에 규정된 요건에 따라 운반 중의 안전성도 고려해야 한다. 지표면 및 지하 굴착, 건설 및 채광 작업, 폐기물 정치와 뒷채움, 밀봉과 폐쇄를 포함한 안전성 관련된 운영의 모든 측면이 고려되어야 한다. 처분시설의 운영 기간 동안의 정상 운영조건과 예상 운영 과도사건으로부터 발생하는 작업자 및 일반 대중 피폭 모두를 고려해야 한다.
