3.31. 이러한 규제요건을 수립함에 있어서 복잡한 환경 시스템을 모델링할 때 내재하고 있는 불확실성의 다양한 형태와 요소들이 있다는 것을 인식해야 한다. 또한 필연적으로 시간에 따른 처분 시스템 성능을 계획하는 것과 관련하여 중요한 불확실성이 존재한다는 것을 인식해야 한다.
