The regulatory body has to engage in dialogue with waste producers, the operators of the disposal facility and interested parties to ensure that the regulatory requirements are appropriate and practicable. It also has to maintain competent staff, to acquire capabilities for independent assessment and to undertake international cooperation, as necessary, to fulfil its regulatory functions.
[3.9] 정부, 법률 및 규제 체계
3.9. 규제기관은 규제요건이 적합하고 실용적인지를 확인하기 위해 폐기물 발생자, 처분시설 운영자와 이해관계자들과의 대화의 관계를 맺어야 한다. 또한 독립 검증을 위한 역량을 습득하고 국제협력을 수행하고 필요하다면 그 규제기능을 이행하기 위해 능력 있는 인력들을 확보해야 한다.
