3.6. This requirement derives from a principle established in the Fundamental Safety Principles (Ref. [1], Principle 2). It is also stipulated under the terms of the Joint Convention [2]. Requirements for establishing a national system for radioactive waste management are established in Ref. [18]. A project for the disposal of radioactive waste, especially for the development of a facility for the disposal of high level and long lived radioactive waste, has to be given special consideration within this infrastructure because of the relatively long period of time necessary for the development of such facilities.
[3.6] 정부, 법률 및 규제 체계
3.6. 본 요건은 기본 안전원칙(참고문헌 1, 원칙 2)에서 수립된 원칙으로부터 유래되었다. 또한 본 요건은 공동 협약(참고문헌 2)에서도 규정되어 있다. 방사성폐기물 관리를 위한 국가적 체계를 수립하기 위한 요건은 참고문헌 18 에 수립되어 있다. 방사성폐기물 처분을 위한, 특히 고준위 장수명 방사성폐기물 처분을 위한 시설 개발을 위한 사업은 이러한 기반 범위 내에서 특별히 고려되어야 한다. 이러한 시설의 개발에는 상대적으로 장기간이 필요하기 때문이다.
