7.23. 안전사례의 주된 기능은 인허가 신청과 승인 프로세스에 있다. 규제기관은 안전사례가 처분시설 건설, 운영, 폐쇄에 대한 승인 및 처분시설 상태에 대한 중요한 변경이 있을 경우를 포함한 인허가 과정 속에서 많은 단계로 개정될 것을 요구한다. 또한, 안전사례는 규제요건에 따라 취득된 새로운 정보를 반영하여 주기적으로 갱신되어야 한다.
