[2]).@@- Institutional control is an important safety component for surface disposal facilities or near surface disposal facilities for preventing human intrusion for a certain period of time. Any reliance placed on institutional controls in the safety case should be justified.@@- The provision of passive institutional control should be encouraged. Some credit can be taken for this in the safety case but it should not be assumed that it will remain effective in preventing human intrusion in the long term.
