4.26. The early development and adoption of a strategy for safety is a key point in the development of the safety case. The safety strategy is explained in ICRP Publication 81 (2000), OECD (2004) [22, 25] as a high level integrated approach adopted for achieving safe disposal of radioactive waste. According to OECD (2004)[25], the safety strategy should comprise an overall management strategy for the various activities required in planning, operation and closure of a disposal facility, including siting and design, development of the safety case, safety assessment, site characterization, waste form characterization, and research and development.
