4.23. In addition to quantitative criteria, the regulatory body should set out qualitative criteria to be met and should provide guidance on how compliance with these criteria should be demonstrated. These criteria should cover all of the requirements in Ref. [IAEA SSR-5 (2011)], with a view to ensuring that the disposal facility will be in compliance with the requirements.

4.23. 정량적인 기준 외에도, 규제기관은 만족되어야 하는 정성적 기준을 마련해야 하며 이러한 기준에 부합하는지를 입증하는 방법에 대한 지침을 제공해야 한다. 이러한 기준은 참고문헌 [IAEA No.SSR-5 (2011)]의 모든 요건에 대해 처분시설에서 이행할 것이라는 예상 하에 요건을 다루어야 한다.
