품질보증을 제공하는 관리 시스템5은 처분시설의 개발과 운영의 모든 단계를 통해 모든 안전 관련 활동, 시스템 및 구성요소에 반드시 적용되어야 한다. 각 요소의 보증 수준은 안전성의 중요도에 상응해야 한다.
