6.21. 운영자가 부지특성평가 과정에 하나의 단계에서 그 다음 단계로 언제 진행해야 하는지(예, 지표조사에서 지하조사로 전환), 어떤 조건에서 부지가 처분시설의 건설이나 운영에 적합하다는 것을 확신할 수 있을지, 어떠한 경우에 조사가 완료되었다고 할 수 있는지를 인지하고 이를 정당화하기 위해서는 이에 대한 기준이 수립되어야 한다.
