6.8. 어떠한 정보가 왜 필요한지, 어떻게 해당 정보가 제공될 것인지의 관점에서 부지특성평가 프로그램의 목적이 개발 과정의 초기 단계에 수립되어야 하며, Safety Case와 이를 뒷받침하는 안전성 평가의 개발을 통해 확인된 우선순위의 변화와 이해정도의 발전에 대응하도록, 데이터 취득과 해석의 상세 목표와 방법은 변경될 수도 있음을 인지해야 한다.
