5.22. 처분시설의 개발, 운영, 또는 규제와 관련한 전문가나 이와 직접적으로 관련이 없는 비전문가가 해당 서류를 검토하는 경우, 투명성이 특히 중요하다. 핵심적인 주장과 의사결정, 가정사항은 소수의 전문가를 위해 제작된 매우 상세한 기술문서에서만 제공되기 보다는 상위 문서(high level document)에서도 제시되어야 한다.
