운영자는 최대한 가능한 범위까지 수동적인 수단으로 안전성이 보증되고, 처분시설의 폐쇄 이후 취해지는 활동의 필요성이 최소화되는 방식으로 부지를 평가하고, 처분시설을 설계, 건설, 운영, 폐쇄하여야 한다.
