운영자는 처분시설의 안전성이 가능한 최대한까지 수동적 수단에 의해 안전성이 보증될 수 있는 방법으로 그리고 시설의 폐쇄 후 조치되어야 할 행위에 대한 필요성이 최소화되도록 부지를 평가하고 설계, 건설, 운영과 폐쇄를 이행해야 한다.
