3.10. 규제기관은 각 유형의 처분시설의 안전성을 평가하기 위해 적용된 절차와 인허가, 인허가 이전의 중요한 결정 그리고 인허가 신청의 맥락에서 운영자가 준수해야 하는 절차를 문서화해야 한다. 또한 규제요건에 부합하는지를 평가하기 위해 운영자의 신청서를 검토할 때 준수해야 하는 절차도 문서화해야 한다.
