2.8. 방사선 안전성 측면에서 처분시설은 계획피폭상황에서 규제관리의 대상이 되는 방사선원으로 간주 된다. 운영 중 모든 방사성물질의 유출을 확인하고, 피폭을 통제하고, 필요시 조치를 취할 수 있다. 안전성을 확보하기 위한 공학적 방법과 실천적 방법은 널리 알려져 있지만, 이들 방법을 처분시설에서 사용하기 위해서는 구체적인 고려가 이루어져야 한다. 이때, 주된 목적은 방사선량을 합리적으로 달성 가능한 수준까지 낮추고 해당되는 선량한도 시스템(system of dose limitation) 이내로 유지하는 것이다.
