2.6. 본 장에서 제시한 안전목표와 기준은 국경을 초월하여 적용된다. 국제적인 이슈는 기존의 협약, 조약 및 양자간 합의의 틀 안에서 다룬다. 구체적인 의무사항은 사용후연료 및 방사성폐기물 관리의 안전에 관한 공동협약(Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management) 체결 당사국에 적용된다.
